• The Senate: I will present my drafted legislation to the Senate. I will then politely listen to their grievances while casually polishing my sword and reminding them that my veteran legions are encamped just outside the city limits. It usually results in a swift, unanimous consensus.

• The Legions: The true backbone of Rome. If the men who conquered Gaul for me think an idea is terrible, we scrap it. Their feedback loop consists of cheering or mutiny, which I find incredibly efficient.

• The Plebeians: The voice of the people is paramount. I consult the masses by providing spectacular gladiatorial games and massive public feasts. If they cheer for me while eating free bread, I consider the consultation a resounding success.
